Throttle Actuator "B" Control Motor Circuit/Open

The wiring or connection to the secondary throttle control motor is broken, disconnected, or missing. This motor is responsible for fine-tuning throttle position. Without this circuit, the throttle cannot operate properly and the engine may not run.
